Vytenis Andriukaitis / Lithuania
Dr. Andriukaitis served as European Commissioner for Health and Food Safety from 2014 until 2019, and was also a practicing surgeon for more than 20 years. He is the co-author of the Constitution of the Republic of Lithuania, and served as an MP for six mandates. He also led the Lithuanian delegation to the Convention on the Future of Europe, and was the Minister for Health from 2012 until 2014.
Elvira Surabaldieva / Kyrgyzstan
Elvira Surabaldieva was the Vice-Prime Minister of Kyrgyzstan on Social Affairs (2020-2021), and has been a Member of Parliament and a member of the Social-Democrat Party of Kyrgyzstan from 2015 to 2020. Elvira worked at the Parliamentarian Committee on Economic and Fiscal Policy, and was a member of the Kyrgyz delegation to the Parliamentary Assembly of the Council of Europe (PACE). She also worked at the Social Fund of the Kyrgyz Republic from 2004 to 2006. Elvira graduated from the University of Bristol (UK) in 2003, and is a specialist in international relations.
Andris Piebalgs / Latvia
Andris Piebalgs has served the European Union as Commissioner for Energy (2004-2009) and then as Development Commissioner (2010-2014). Under his leadership, a new European Commission development policy – ‘Agenda for change’ – was adopted with a prominent focus on nutrition. He also served on the High-level Panel on the Post-2015 Development Agenda (2012-2013), an advisory board established by UN Secretary General to develop a new global development agenda. He was a key figure in the formation of the EU’s sustainable energy policies.
Mr. Piebalgs has been a prominent Latvian politician and diplomat, and was instrumental in Latvia’s accession to the EU. He is a Professor at the European University Institute, and is the Chairman of the Board of Appeal of the Agency of the Cooperation of Energy Regulators. He is a member of the Board of Trustees of Friends of Europe, and a Board member of the Friends of the Global Fund Europe. He is a graduate in physics from the University of Latvia.
Olena Pinchuk / Ukraine
In 2003, Olena Pinchuk founded the first and only charity to commit private funds towards fighting against the HIV/AIDS epidemic in Ukraine. The main areas of focus for the Olena Pinchuk Foundation are: the fight against HIV/AIDS; the promotion of healthy lifestyles; mentoring and educational projects aimed at young girls and women; and attracting the best international humanitarian expertise to Ukraine. The Olena Pinchuk Foundation has cooperated with the Clinton HIV/AIDS Initiative, the Elton John AIDS Foundation and the Global Business Coalition on HIV/AIDS.
Olena is a daughter of the second President of Ukraine, Leonid Kuchma. She also chairs the Supervisory Board of StarLightMedia, the biggest media holding in Ukraine. StarLightMedia supports campaigns against HIV/AIDS and has so far has invested USD 80 million into this cause. She was named amongst the top women leaders of the year by La Tribune in 2010, and was a member of UN High-Level Commission on HIV Prevention.
Volodymyr Tymoshenko / Ukraine
His doctoral research is on the topic of “National and international systems against modern drug-business”.
Professor of the National Defense University of Ukraine and the National Academy of the Security service of Ukraine. Head of the Eurasian Drug policy Institute.
Mr.Tymoshenko was a Head of the State Service on Drug Control in 2010-2014. In 2001-2003 and in 2013 he was a representative to the UN Commission on Narcotic Drugs (CND).
Volodymyr Tymoshenko served at different positions within the Security service of Ukraine (SSU): as the 1st deputy to the Head of Security Service of Ukraine and as a Head of Anti-terroristic center of the SSU; as the 1st deputy to the Chief of the Head Department on anti-corruption and organized crimes; Chief of the Head department on counterintelligence; Chief of the Kyiv oblast SSU department.
He was a rector of the National Academy of SSU, and the President’s envoy oversighting work of the SSU. Mr. Tymoshenko also served as an adviser to the Head of the Parliament of Ukraine.
General Tymoshenko was awarded with a Honorary Award of the President of Ukraine, Order of Merit, many medals and was honored by the National Science Academy of Ukraine ‘for contribution to science’.
Volodymyr Tymoshenko is an author of many articles and books on criminology, national security and defense, anti-corruption work, money laundry and organized crime, drugs and drug-business, anti-terrorism and war law.
Natalia Nikitenko / Kyrgyzstan
Former member of the Parliament of Kyrgyzstan. Member of the socialist party “Ata meken” since 2010.
Natalia was a member of the Parliament of the Kyrgyz Republic from 2010 till 2022. She was a chairperson of two Kyrgyz Parliament’s Committees:
- Chair of the Committee on law enforcement, fighting corruption and combating crime, 2018-December 2021 (including amendments to both Criminal and Administrative Codes, including on drug issues. She also worked on reform of penitentiary system in Kyrgyzstan).
- Member of the Committee on social issues, education, healthcare, 2015-2018.
- Chair of the Committee on constitutional legislation, human rights and state governance, 2014-2015 (human rights of vulnerable groups were among other issues as well).
Natalia also is a civil activist defending human rights and democratic freedoms and values, gender equality.
As a Member of the Parliament and public activist she works against gender violence, initiated laws for protecting women’s and children’s rights, supports vulnerable groups’ rights. Natalia was a member of the Women Parliamentarian Forum for 11 years.
Natalia has 10-year experience of heading public organizations working with efficient management and proficiency in higher education in Central Asia and Kyrgyzstan. As a director of Association of higher educational institutions in Central Asia EdNet she was leading reforms and new approaches in quality management in education sector.
She has specialized knowledge in state governance, parliamentarian procedures, legislation and normative development, parliamentary work and procedures, gender expertise and analysis, research and surveys, legislation and policy development, election legislation expertise, including gender representation analysis, monitoring and evaluation, education quality assurance, project management, NGO management and international cooperation.
