Global Commission Engages in UN Dialogue on Racial Justice and Drug Law Enforcement

Commissioner Kgalema Motlanthe delivered a video intervention at EMLER’s 5th annual session. The consultations, held under HRC Resolution 47/21, examined systemic racism in the enforcement of drug laws against Africans and people of African descent. States, UN entities, experts, civil society, and affected communities discussed challenges, good practices, and recommendations.

The outcomes will inform EMLER’s forthcoming report to the 63rd session of the Human Rights Council (HRC) in September 2026, contributing to ongoing efforts to advance human rights-based drug policies and address racial discrimination in law enforcement.

The Expert Mechanism to Advance Racial Justice and Equality in Law Enforcement (EMLER) invites written submissions to inform its fifth annual report examining “systemic racism against Africans and people of African descent in the enforcement of drug laws and policies,” including their human rights impact throughout the criminal justice response. The deadline for submissions is 10 April 2026.
