Drawing on field expertise and scientific evidence, the report highlights the benefits of OPCs, including reduced overdose mortality, lower rates of disease transmission, improved public order, and significant healthcare cost savings. It reviews Swiss and international data showing that OPCs reach highly vulnerable populations, including women and migrants, while easing pressure on emergency services. The paper calls for maintaining universal access, adapting services to vulnerable groups, and integrating harm reduction into urban planning and cantonal cooperation.
