ECECACD Engages With Moldovan Authorities and Civil Society on Draft Drug Law

Regional Commissioners of the Eastern and Central European and Central Asian Commission on Drug Policy (ECECACD) conducted a mission to Moldova from 14 to 16 April 2026, amid ongoing parliamentary consideration of draft law No. 104 proposing more restrictive measures related to drug use.
During the visit, the ECECACD, including Global Commissioner and ECECACD Chair Aleksander Kwaśniewski, engaged with senior government officials including the President of Moldova, Maia Sandu, Members of Parliament, the Ombudsman, UN agencies, and the European Union, as well as civil society and representatives of affected communities. Discussions focused on concerns that proposed provisions, including mandatory reporting of suspected drug use and increased penalties, may have adverse implications for public health and human rights.
The ECECACD emphasized the importance of inclusive dialogue and evidence-informed approaches, and reaffirmed its commitment to supporting policies aligned with public health, human rights, and European Union standards.
