Call for Inputs: Systemic Racism Against Africans and People of African Descent in the Enforcement of Drug Laws and Policies

The Expert Mechanism to Advance Racial Justice and Equality in Law Enforcement (EMLER) invites written submissions to inform its fifth annual report to the Human Rights Council (63rd regular session). The report will examine “systemic racism against Africans and people of African descent in the enforcement of drug laws and policies,” including their human rights impact throughout the criminal justice response. The call seeks information on “legislative design and codification of drug offenses,” policing practices, sentencing, “post-conviction collateral consequences,” intersectional discrimination, accountability and redress, and “human rights-based approaches to drug policies and policing.”
Submissions are due 10 April 2026. Accepted languages: Arabic, English, French, Spanish, Portuguese.
